This shouldn't be decided by feel. Look at four factors:
| Factor | One car throughout is better | Per city is better |
|---|---|---|
| Changing city every day | Yes | No |
| Lots of luggage | Yes | No |
| Many last-minute changes | Yes | No |
| Long stay in one city | No | Yes |
A simple scoring
Add 1 point for each that applies: consecutive cross-city, moving daily, lots of luggage, VIP client, frequent itinerary changes, high value on driver familiarity.
4–6 points: prefer the same car and driver.
0–2 points: prefer per-city dispatch.
3 points: compare cost further.
Costs should be broken down too
One car throughout: vehicle fee, cross-city mileage, expressway, driver accommodation, driver working hours.
Per city: per-city vehicle fees, multiple-transfer risk, repeated communication cost, luggage-handling cost.
Many companies only calculate the first part and miss the organizational cost of the second.
